Miller\/UND Today.<\/figcaption><\/figure>\n<p>When <a href=\"https:\/\/und.edu\/directory\/kathryn.rand\" target=\"_blank\" rel=\"noopener\"><strong>Kathryn Rand<\/strong><\/a> and <a href=\"https:\/\/und.edu\/directory\/steven.light\" target=\"_blank\" rel=\"noopener\"><strong>Steven Light<\/strong><\/a> were asked to meet <a href=\"https:\/\/und.edu\/directory\/andrew.armacost\" target=\"_blank\" rel=\"noopener\"><strong>President Andy Armacost<\/strong><\/a> in his office last Friday, they happily obliged \u2014 no questions asked.<\/p>\n<p>\u201cWe had no idea,\u201d Rand said about the meeting\u2019s purpose. \u201cBut we certainly know enough that when you get a calendar invite from the president\u2019s office, you simply say yes. So, we responded <em>yes<\/em>, and that was it. That was the whole story.\u201d<\/p>\n<p>The UND professors figured they\u2019d put on their Sunday best \u2014 Rand in a dress and no winter boots (a first for the year, she joked) and Light in a suit, tie and signature sneakers with neon-yellow laces \u2014 and trek to Twamley Hall. Once there, they\u2019d chat with Armacost about the latest in American Indian gaming law.<\/p>\n<p>As co-founders and co-directors of <a href=\"https:\/\/law.und.edu\/npilc\/gaming.html#:~:text=The%20Institute%20for%20the%20Study,building%20strong%20tribal%20governments%2C%20and\" target=\"_blank\" rel=\"noopener\"><strong>UND\u2019s Institute for the Study of Tribal Gaming Law &amp; Policy<\/strong><\/a>, the pair are considered the nation\u2019s premier experts on the subject, so nothing seemed out of the ordinary. That is until the president ushered them to a nearby conference room populated by <a href=\"https:\/\/und.edu\/directory\/eric.link\" target=\"_blank\" rel=\"noopener\"><strong>Provost Eric Link<\/strong><\/a>, their respective deans, a number of their colleagues and a media team armed with cameras.<\/p>\n<p>The jig was up.<\/p>\n<figure id=\"attachment_29931\" aria-describedby=\"caption-attachment-29931\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-29931\" src=\"https:\/\/blogs.und.edu\/und-today\/wp-content\/uploads\/sites\/68\/2023\/04\/230414-CFDP-2023-4233-WEB.jpg\" alt=\"\" width=\"1024\" height=\"683\" \/><figcaption id=\"caption-attachment-29931\" class=\"wp-caption-text\">Brian Urlacher (left to right), President Andrew Armacost, Kathryn Rand, Steven Light, Nister College of Business &amp; Public Administration Dean Amy Henley and Provost Eric Link. Miller\/UND Today.<\/figcaption><\/figure>\n<h2><strong>Surprise, surprise<\/strong><\/h2>\n<p>\u201cSo, this is not about <a href=\"https:\/\/law.und.edu\/academics\/indian-and-tribal-law.html\" target=\"_blank\" rel=\"noopener\"><strong>Indigenous<\/strong><\/a> affairs like I let on in the office,\u201d Armacost explained, as the puzzled Rand and Light stood wide-eyed as they surveyed the room. \u201cThis is about your incredible service to the University and the impact you\u2019ve had on so many. Today is a day when we bestow upon you an honor.\u201d<\/p>\n<p>Then it was Provost Link\u2019s turn to speak, as he handed each scholar a plaque: \u201cWe would like to name both of you <a href=\"https:\/\/und.edu\/academics\/provost\/chester-fritz-distinguished-professors.html#:~:text=The%20Chester%20Fritz%20Distinguished%20Professorships,%22Chester%20Fritz%20Distinguished%20Professor.%22\" target=\"_blank\" rel=\"noopener\"><strong>Chester Fritz Distinguished Professors<\/strong><\/a> at the University of North Dakota.<\/p>\n<p>\u201cCongratulations! Well done! This is a testament to a great career and outstanding research and dedication to your fields \u2014 jointly and separately. We really appreciate all that you\u2019ve done for the University as scholars, as teachers and as administrators.\u201d<\/p>\n<p>After a jubilant round of applause, Rand said, \u201cWow! I\u2019m overcome. I\u2019m just taking all of this in. It\u2019s so nice to have this group of faces in the room with us. Thank you.\u201d<\/p>\n<p>\u201cThis is a shock and complete surprise. You\u2019re pretty good at that,\u201d Light added with a chuckle and nod to Armacost. \u201cOur deep, profound thanks. It is a huge honor and so gratifying to be standing here with Kathryn. Our work truly has been a joint effort. We\u2019re thrilled, absolutely thrilled, but we\u2019re standing on the shoulders of a whole bunch of folks who have done great work here at UND for years.\u201d<\/p>\n<p>Light, a professor of <a href=\"https:\/\/business.und.edu\/academics\/political-science-public-administration\/\" target=\"_blank\" rel=\"noopener\"><strong>Political Science &amp; Public Administration<\/strong><\/a>, and Rand, UND\u2019s Floyd B. Sperry Professor of Law, join the ranks of a small number of faculty members who\u2019ve earned the Chester Fritz Distinguished Professorship in its 50-year history. Rand now is only the second professor from the UND <a href=\"https:\/\/law.und.edu\/\" target=\"_blank\" rel=\"noopener\"><strong>School of Law<\/strong><\/a> to have been named a Chester Fritz Distinguished Professor, and Light is only the second professor from the <a href=\"https:\/\/business.und.edu\/\" target=\"_blank\" rel=\"noopener\"><strong>Nistler College of Business &amp; Public Administration<\/strong><\/a> to earn the same honor.<\/p>\n<p>They will be recognized formally at Spring Commencement on May 13.<\/p>\n<figure id=\"attachment_29928\" aria-describedby=\"caption-attachment-29928\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-29928\" src=\"https:\/\/blogs.und.edu\/und-today\/wp-content\/uploads\/sites\/68\/2023\/04\/230414-CFDP-2023-4210-WEB.jpg\" alt=\"\" width=\"1024\" height=\"683\" \/><figcaption id=\"caption-attachment-29928\" class=\"wp-caption-text\">Steven Light and Kathryn Rand shared that it was especially meaningful to be recognized for the work they\u2019ve collaborated on across disciplines since they first joined UND in 2000. Miller\/UND Today.<\/figcaption><\/figure>\n<h2><strong>Highest academic honor<\/strong><\/h2>\n<p>As the University\u2019s highest academic honor, the Chester Fritz Distinguished Professorship was established with an endowment gift from the late UND benefactor Chester Fritz (1892-1983).<\/p>\n<figure id=\"attachment_29929\" aria-describedby=\"caption-attachment-29929\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-29929\" src=\"https:\/\/blogs.und.edu\/und-today\/wp-content\/uploads\/sites\/68\/2023\/04\/230414-CFDP-2023-4224-WEB.jpg\" alt=\"\" width=\"227\" height=\"340\" \/><figcaption id=\"caption-attachment-29929\" class=\"wp-caption-text\">Photo by Patrick C. Miller\/UND Today.<\/figcaption><\/figure>\n<p>Each year, revenue from the endowment provides cash stipends to one or more full-time UND faculty members, who thereafter may use the title Chester Fritz Distinguished Professor.<\/p>\n<p>It\u2019s a lofty accomplishment and one awarded only to those who\u2019ve demonstrated achievement across research, teaching and service, as well as significant national or regional recognition in any one of those missions. In the case of Rand and Light, it was accomplishments in all three, often the result of their extensive and interdisciplinary collaboration.<\/p>\n<p>Between them, they have authored more than 60 articles exploring how and why tribally owned casinos came to be and how they\u2019ve remade the legal, political and regulatory landscape for gaming and socioeconomic development across the United States.<\/p>\n<p>Further, the pair have written the book \u2014 make that three books \u2014 that are the gold standard in the field, including \u201cIndian Gaming Law: Cases &amp; Materials,\u201d \u201cIndian Gaming Law &amp; Policy\u201d and \u201cIndian Gaming &amp; Tribal Sovereignty: The Casino Compromise.\u201d<\/p>\n<p>In 2022, they also served as Inaugural Visiting Professors in the Indian Nations Gaming &amp; Governance Program at the University of Nevada, Las Vegas, where they also were named Senior Distinguished Fellows in Tribal Gaming at the International Center for Gaming Regulation. They\u2019ve testified before the U.S. Senate Committee on Indian Affairs and have been quoted by numerous news organizations such as The Wall Street Journal, The Washington Post, Bloomberg News, National Public Radio, The New York Times, The Boston Globe and Indian Country Today.<\/p>\n<p>Previously, both Rand and Light also were jointly recognized with UND\u2019s most prestigious faculty award \u2014 the UND Foundation\/McDermott Award for Excellence in Teaching, Research and Service.<\/p>\n<p>From 2009 to 2018, Rand served as dean of the UND School of Law and was the first woman to hold that position. Light\u2019s leadership portfolio includes serving as interim dean of UND\u2019s Nistler College of Business &amp; Public Administration (2017-18) and the <a href=\"https:\/\/cnpd.und.edu\/\" target=\"_blank\" rel=\"noopener\"><strong>College of Nursing &amp; Professional Disciplines<\/strong><\/a> (2013-14). Miller\/UND Today.<\/figcaption><\/figure>\n<h2><strong>Making their mark<\/strong><\/h2>\n<p>Together, they\u2019ve racked up enough accomplishments to garner 271 pages of glowing praise in the nomination packets for the Chester Fritz Distinguished Professor awards. An astounding 80-plus letters were submitted in support of their nominations, written by industry and academic experts, tribal leaders, colleagues and the many students they\u2019ve taught since first joining UND as assistant professors in 2000.<\/p>\n<p>In his nomination letter, Department Chair and <a href=\"https:\/\/business.und.edu\/academics\/political-science-public-administration\/\" target=\"_blank\" rel=\"noopener\"><strong>Political Science &amp; Public Administration<\/strong><\/a> Professor <a href=\"https:\/\/und.edu\/directory\/brian.urlacher\" target=\"_blank\" rel=\"noopener\"><strong>Brian Urlacher<\/strong><\/a> said Light and Rand \u201creshaped how an entire area of regulation and law understood tribal gaming.\u201d<\/p>\n<p>\u201cThis is not solely my view,\u201d Urlacher wrote \u2014 and that point also was expressed by Anthony N. Cabot, a Distinguished Fellow of Gaming Law at UNLV.<\/p>\n<p>\u201cEarly in their distinguished careers, they embraced and ultimately defined the unique legal discipline we now recognize as Native American gaming law,\u201d Cabot wrote.<\/p>\n<p>\u201cIn doing so, they laid the legal foundation for a $40 billion industry that has significantly improved the quality of life and economic climate in and around the reservations.\u201d<\/p>\n<p>Urlacher also took note of student letters that spoke of Light\u2019s dedication, passion and skills as an educator. He cited one graduate student who described a course as \u201chands-down the most impactful, transformative learning experience\u201d she\u2019d had in her program.<\/p>\n<p>Likewise, fellow Chester Fritz Distinguished Professor <a href=\"https:\/\/und.edu\/directory\/james.mochoruk\" target=\"_blank\" rel=\"noopener\"><strong>James Mochoruk<\/strong><\/a>, professor of <a href=\"https:\/\/und.edu\/programs\/history-ba\/\" target=\"_blank\" rel=\"noopener\"><strong>History<\/strong><\/a> and <a href=\"https:\/\/und.edu\/programs\/american-indian-studies-ba\/\" target=\"_blank\" rel=\"noopener\"><strong>American Indian Studies<\/strong><\/a>, spoke of students\u2019 high regard for Rand.<\/p>\n<p>\u201cKathryn has been part of a school that is deeply committed to excellence in teaching, and as one can see from the letters from former students and colleagues, she has been instrumental in maintaining that commitment. \u2026 Her dedication to teaching and to her students, her innovative approaches to pedagogy and course design, and her work as a mentor to colleagues and former students all bespeak a deep and profound commitment to our role as teachers at a public university.\u201d<\/p>\n<p>Both Rand and Light said they were humbled by the cascade of kind words.<\/p>\n<p>\u201cTo be honored in this way together is incredibly meaningful,\u201d said Rand. \u201cWe built our careers together here and have collaborated with the full support of our respective colleges and with the University. Without UND, that collaboration and its impact would not have been possible.<\/p>\n<p>\u201cThis is an honor we didn\u2019t expect, but one that we very much cherish.\u201d<\/p>\n<p>Added Light: \u201cBeing able to be on this journey together has been remarkable. UND has supported our work and collaboration in ways that would be the envy of other universities. We\u2019ve been able to break down silos instead of reinforcing them.<\/p>\n<p>\u201cOur goal always has been to have a real-world impact and to help people understand what tribes and American Indian people face \u2014 the challenges and the opportunities.
