{"id":1683,"date":"2025-03-14T11:19:28","date_gmt":"2025-03-14T16:19:28","guid":{"rendered":"https:\/\/blogs.und.edu\/web-redesign\/?p=1683"},"modified":"2025-09-09T09:03:09","modified_gmt":"2025-09-09T14:03:09","slug":"extreme-makeover-pdf-edition","status":"publish","type":"post","link":"https:\/\/blogs.und.edu\/web-redesign\/2025\/03\/extreme-makeover-pdf-edition\/","title":{"rendered":"Extreme Makeover: PDF Edition"},"content":{"rendered":"<p>We\u2019re launching <em>Extreme Makeover: PDF Edition<\/em> to ensure web PDFs comply with WCAG 2.1 Level AA accessibility standards by April 2026, as required by the <a href=\"https:\/\/www.ada.gov\/resources\/2024-03-08-web-rule\/\">Department of Justice (DOJ)<\/a>. There are no proposed changes to this regulation and UND is proceeding with the April 2026 deadline.<\/p>\n<h2>Scope<\/h2>\n<p>This project is focused on PDFs hosted within the Modern Campus (Omni) CMS. It does not include content from Blackboard, WordPress, library systems, social media or other platforms. However, this exclusion does not mean that such content is exempt from accessibility requirements.<\/p>\n<p>According to the DOJ, all online content accessible through a web browser, including text, images, videos and conventional electronic documents such as PDFs and Word documents, must comply regardless of where they are hosted.<\/p>\n<h2>Web Content Editor Role<\/h2>\n<p>UND currently hosts 6,600 PDFs in its CMS, yet only two meet accessibility standards according to Siteimprove\u2019s automated testing.<\/p>\n<p>As a web content editor, one of your responsibilities is ensuring all PDFs on your website meet accessibility standards. PDF remediation can be a complex and time-consuming task. To assist you with this process, UND Marketing &amp; Communications (M&amp;C) has secured five concurrent licenses for <a href=\"https:\/\/equidox.co\/\">Equidox<\/a>, a software designed to simplify PDF remediation. Trial licenses will be available in waves over the course of the next year, providing you with the opportunity to test the software for a limited time.<\/p>\n<p>It\u2019s important to start familiarizing yourself with PDF remediation now and begin reviewing your PDFs to identify which ones may need remediation and which could be more effectively converted to web content. Getting a head start will help ensure a smooth process moving forward.<\/p>\n<h3>Equidox Access for Content Editors<\/h3>\n<p>Since we cannot provide Equidox access to all web content editors at once, we\u2019ve developed a <a href=\"https:\/\/ndusbpos-my.sharepoint.com\/:x:\/g\/personal\/tera_buckley_ndus_edu\/ESm4z97pEClLtmrQVdEp-JoBtLWEVNxC_7r4EDt__sTmdA?e=nxBYKS\">phased access plan<\/a> that organizes PDFs into manageable batches based on volume, number of content editors and domain (URL) to streamline reporting and tracking. Equidox believes this approach will be manageable, but we may need to adjust it if it isn\u2019t working.<\/p>\n<p>Here&#8217;s how your Equidox account will be managed:<\/p>\n<ol>\n<li>Your access will be limited to a 55-day trial. Access will be shut off after your timeslot ends.<\/li>\n<li>Once your account is entered into Equidox by M&amp;C, <strong>you have 24 hours to claim it<\/strong>.\n<ol>\n<li>You will receive an email from support@equidox.co.<\/li>\n<li>Check your inbox for the email. If you don\u2019t see it, check your junk and clutter folders.<\/li>\n<li>Open the email and click the activation link.<\/li>\n<\/ol>\n<\/li>\n<li>Follow the prompts to set up your password. Your @UND.edu email is your username.<\/li>\n<li>You&#8217;ll be logged out after one hour of inactivity. Save your work as you go.<\/li>\n<li>If you aren\u2019t actively using Equidox, please log out so others can get in.<\/li>\n<\/ol>\n<h2>Step 1: Prioritize Web Content vs. PDFs<\/h2>\n<p>Whenever possible, avoid using PDFs and opt for web content instead. PDFs should only be used when a document must be printed or when web content is not a viable option such as a graphic intense brochure, <a href=\"https:\/\/blogs.und.edu\/web-redesign\/2024\/11\/online-forms\/\">form requiring signature<\/a> or geographic map.<\/p>\n<p>Switching PDFs to image formats like WebP or JPEG is not an accessible alternative. Additionally, transferring PDFs from the CMS to Teams or Google Drive is not a sufficient solution, as publicly shared PDFs on shared drives must also meet accessibility standards. However, moving files to a shared drive may be reasonable for files that only need to be accessed by faculty and staff.<\/p>\n<p>The preferred method of presenting information online is through web content. Web content is:<\/p>\n<ul>\n<li>Faster to create \u2013 No extra steps like exporting or remediating for accessibility.<\/li>\n<li>Mobile-friendly \u2013 Automatically adjusts for all devices, while PDFs can be frustrating on phones.<\/li>\n<li>Easier to update \u2013 No need to edit and re-upload a file.<\/li>\n<li>Eliminates version control problems \u2013 Site visitors may download and save PDFs that later become outdated. Also, web content editors often forget to delete old PDFs that are still findable via search, even if they aren\u2019t linked on the website.<\/li>\n<\/ul>\n<p><strong>Start transitioning PDFs you do not plan to remediate to web content now. <\/strong>This will make the path to compliance by April 2026 much easier.<\/p>\n<h2>Step 2: Decide How You Will Remediate PDFs<\/h2>\n<p>Only PDFs you deem must remain PDFs will go through the remediation process.<\/p>\n<h3>How Long Does PDF Remediation Take?<\/h3>\n<p>The time it takes to remediate PDFs varies considerably depending on the method used, proficiency of the remediator and the complexity of the PDF. Equidox said to assume about 30 minutes per page as a starting point. More complex documents with tables, multiple columns or intricate formatting may take significantly longer.<\/p>\n<h3>Available Remediation Tools<\/h3>\n<p><strong>You do not have to use Equidox for PDF remediation.<\/strong> As soon as you are able, familiarize yourself with all options and decide what is best for your content and skill level. Your options are, from the least complex to the most complicated:<\/p>\n<ol>\n<li><strong>Remediate the original file before exporting to PDF. <\/strong>Most documents start as Word, PowerPoint or Excel files before being converted into PDFs. The easiest way to ensure accessibility is to fix issues upstream using the built-in accessibility tools within these programs before exporting to a properly tagged PDF. TTaDA provides documentation to help fix the following document types:<\/li>\n<\/ol>\n<ul>\n<li><a href=\"https:\/\/und.edu\/academics\/ttada\/academic-technologies\/accessible-content\/microsoft-word.html\">Word<\/a><\/li>\n<li><a href=\"https:\/\/und.edu\/academics\/ttada\/academic-technologies\/accessible-content\/powerpoint.html\">PowerPoint<\/a><\/li>\n<li><a href=\"https:\/\/und.edu\/academics\/ttada\/academic-technologies\/accessible-content\/excel.html\">Excel<\/a><\/li>\n<\/ul>\n<p>You may also opt to use UND\u2019s branded and accessible <a href=\"https:\/\/campus.und.edu\/brand\/templates.html\">PowerPoint and Word templates<\/a> as a starting point.<\/p>\n<p>Keep in mind an accessible PDF is a better choice than a Word, PowerPoint or Excel file because it preserves formatting, avoids versioning issues caused by outdated or incompatible software and displays consistently across devices.<\/p>\n<ol start=\"2\">\n<li><strong>Use Equidox during your scheduled 55-day trial.<\/strong> We recommend reviewing the Equidox training materials to understand the effort required for PDF remediation before your access period.<\/li>\n<\/ol>\n<ul>\n<li><a href=\"https:\/\/equidox.freshdesk.com\/support\/solutions\/articles\/151000157557-equidox-user-guide\">Equidox User Guide<\/a><\/li>\n<li><a href=\"https:\/\/drive.google.com\/file\/d\/1Y89AlfRUtUPUl8xY2F5RSy2MPlvfUvL7\/view?usp=sharing\">Training Video<\/a><\/li>\n<li><a href=\"https:\/\/equidox.co\/blog\/best-practices-for-accessible-pdf-design\">Best Practices for PDF Design<\/a><\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>Use Adobe Acrobat Pro. <\/strong>TTaDA provides <a href=\"https:\/\/und.edu\/academics\/ttada\/academic-technologies\/accessible-content\/pdf-accessibility.html\">documentation<\/a> on how to remediate PDFs using Acrobat\u2019s accessibility tools and UND will have additional training available through <a href=\"https:\/\/blogs.und.edu\/und-today\/2025\/05\/und-deque-university-partner-for-digital-accessibility-training\/\">Deque University<\/a>. UND plans to acquire an enterprise license for Adobe Acrobat Pro in FY26.<\/li>\n<\/ol>\n<h2>Step 3: Inventory All PDFs to Identify Next Steps<\/h2>\n<p>An inventory will help you track progress in Siteimprove and is recommended for everyone with a large volume of PDFs.<\/p>\n<p>About two weeks before your scheduled Equidox access, you will receive access to Siteimprove to view your PDFs and see other quality issues like broken links and misspellings. Visit the <a href=\"https:\/\/help.siteimprove.com\/support\/home\">Siteimprove Help Center<\/a> for information on how to use Siteimprove.<\/p>\n<h3>Siteimprove Access and PDF Inventory<\/h3>\n<p>Follow these steps to access Siteimprove and manage your PDF inventory:<\/p>\n<ol>\n<li>Accept the welcome email sent to your @UND.edu email and set your own password. Please check your junk and clutter.<\/li>\n<li><a href=\"https:\/\/www.siteimprove.com\/\">Log into Siteimprove<\/a> by clicking Login in the upper right corner.<\/li>\n<li>In the left navigation, click Accessibility, then PDFs. This will pull up a list of all PDFs you have access to view in Siteimprove. You may see PDFs you don\u2019t own because Siteimprove access is not set up like web access. Narrow results by URL if needed.<\/li>\n<li>To see PDFs tagged:\n<ol>\n<li>Select the All tags dropdown.<\/li>\n<li>Type pdf into the search bar.<\/li>\n<li>Click all tags that start with pdf.<\/li>\n<li>Click confirm.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<h3>Tagging PDFs in Siteimprove<\/h3>\n<p>Unfortunately, only admins can tag PDFs in Siteimprove. Not all PDFs have been manually tagged and it\u2019s likely an incorrect tag has been applied. If you\u2019d like your tag inventory updated, you must export a CSV from Siteimprove and update the tags in the spreadsheet and send it back to Tera Buckley at <a href=\"mailto:tera.buckley@UND.edu\">tera.buckley@UND.edu<\/a>. If a tag is incorrect, please update it accordingly and note \u201cupdate\u201d in the column next to the tag so we know which ones to update. You may assign multiple tags to a file if it falls into more than one category.<\/p>\n<h3>PDF Tags in Siteimprove<\/h3>\n<ul>\n<li><strong>pdf-archive:<\/strong> Move this to Special Collections (public facing) or Teams site (employee only content). Generally, public newsletters and communication of historical significance need to be archived with the library, but internal communications and documents can be deleted. Contact Chris Carper at <a href=\"mailto:chris.carper@UND.edu\">chris.carper@UND.edu<\/a> if you have records retention questions. See archive exemptions below.<\/li>\n<li><strong>pdf-blackboard:<\/strong> Course content that needs to be in Blackboard; not in the CMS.<\/li>\n<li><strong>pdf-convert-web<\/strong>: Convert PDF to web content, fix links and delete PDF.<\/li>\n<li><strong>pdf-curriculum: <\/strong>Curriculum plans that will move to Simple Syllabus.<\/li>\n<li><strong>pdf-delete<\/strong>: Old content that is no longer needed and will be deleted from CMS.<\/li>\n<li><strong>pdf-directory:<\/strong> Vita\/resume type information that needs to move to the <a href=\"https:\/\/campus.und.edu\/campus-services\/web-support\/directory-instructions.html\">Directory<\/a> and PDF deleted. If PDF is required in the Directory, remediate PDF.<\/li>\n<li><strong>pdf-form:<\/strong> Follow <a href=\"https:\/\/blogs.und.edu\/web-redesign\/2024\/11\/online-forms\/\">form guidance<\/a>.<\/li>\n<li><strong>pdf-instructions: <\/strong>Instructions for how to do something with screen shots. Use the original software instructions if applicable. Otherwise, convert to web content.<\/li>\n<li><strong>pdf-map:<\/strong> Includes parking, building floor plans, etc. There is currently no good remediation method or web content plan for these types of PDFs. Remediate as much as possible or use software that is specifically for making accessible and mobile-friendly files.<\/li>\n<li><strong>pdf-policy: <\/strong>If in Policy Stat, link directly to Policy Stat instead of downloading PDF. Email Jen Rogers at <a href=\"mailto:jen.rogers@UND.edu\">jen.rogers@UND.edu<\/a> if you want your policy moved to Policy Stat. Otherwise, remediate the PDF or move it to web content.<\/li>\n<li><strong>pdf-print-version:<\/strong> Includes stylized brochures, books, manuals, newsletters, handbooks, org charts or web content that is frequently printed. There is not currently a good remediation method or web content plan for these types of PDFs. Remediate as much as possible or use software that is specifically for making accessible and mobile-friendly files.<\/li>\n<li><strong>pdf-presentation: <\/strong>PowerPoint presentations converted to PDF.<\/li>\n<li><strong>pdf-third-party:<\/strong> UND does not own this content. Link directly to the source rather than uploading the file to the CMS. Be aware this may eventually create broken links as other website URL\u2019s change without us knowing.<\/li>\n<li><strong>pdf-unsure:<\/strong> Unique PDF\u2019s that don\u2019t fit in a category must be assessed on a case-by-case basis. M&amp;C will help you evaluate what to do with the PDF.<\/li>\n<\/ul>\n<h4>Archive Exemptions<\/h4>\n<p>You can keep non-compliant PDFs if they are labeled as an \u201carchive\u201d and not currently used to apply for, gain access to or participate in your services, programs or activities. View the <a href=\"https:\/\/campus.und.edu\/equal-opportunity\/training-title-ix.html\">Title IX example<\/a> for how to label archives.<\/p>\n<h2>Step 4: Make Your Remaining PDFs Accessible<\/h2>\n<p>You will only have 55 days of Equidox trial access, so prioritize your most-used PDFs. Your PDF inventory in Siteimprove will show you which PDFs have received the most clicks in the past 30 days. It\u2019s recommended to start with those.<\/p>\n<h3>Download PDFs from the CMS<\/h3>\n<p>You can download the PDFs on your website in two ways:<\/p>\n<ol>\n<li>Access it on the web and download the file.<\/li>\n<li>Request a zip file of all PDFs in a folder by emailing <a href=\"mailto:tera.buckley@UND.edu\">tera.buckley@UND.edu<\/a> with the folder URL. It may take a few days to process this request.<\/li>\n<\/ol>\n<h3>Reuploading Remediated PDFs<\/h3>\n<p>Once you have remediated a file, reupload it to the CMS. Follow these steps carefully to prevent broken links:<\/p>\n<ul>\n<li><strong>Use the same file name and overwrite the existing file.<\/strong> This ensures that the dependency manager (DM) tag remains intact. If you want to rename the file, do so after uploading it to the CMS.<\/li>\n<li><strong>Publish the new PDF.<\/strong> All new files uploaded to the CMS need to be published, even if you overwrite the file. Approver workflows still apply.<\/li>\n<li><strong>Be aware of other links to your PDFs.<\/strong> Many PDFs are linked from other UND sites and even external sites. You will not receive notifications if external links break, nor will you have access to fix them.<\/li>\n<\/ul>\n<p>If a file was not uploaded using the correct naming and overwrite method described above, manually relink the PDFs.<\/p>\n<h3>What\u2019s Next?<\/h3>\n<p>By April 2026, you should have:<\/p>\n<ol>\n<li>Deleted all zero subscriber\/unused or outdated PDFs on your website.<\/li>\n<li>Converted all PDFs to web content where applicable.<\/li>\n<li>Remediated all remaining PDFs.<\/li>\n<\/ol>\n<p>Content editors are responsible for ensuring that newly uploaded PDFs in the CMS meet accessibility standards.<\/p>\n<h2>Continued Equidox Access<\/h2>\n<p>If you find Equidox useful and need more time to complete your PDF remediation beyond the 55-day trial period, consider discussing your needs with leadership.
