Annual open enrollment ends Nov. 2

It’s time to make your annual enrollment elections for 2019 through NDPERS PERSLink Member Self Service (MSS) online or the mobile app. The elections you make will be effective January 1, 2019.* Review your elections once you’ve completed your annual enrollment to verify you’ve completed the process successfully.

If you do not wish to make any changes to your current benefit elections you don’t have to do anything.

The Annual Enrollment PERSpectives Newsletter is available online. It’s very important that employees read the newsletter to learn about updates to benefits and reminders.

 FlexComp –New vendor is Asi-Flex

Employees must make a new election to participate each year during annual enrollment which is Nov. 1 – 20, 2018. Epect a separate email with instructions closer to the date.

DO NOT ENROLL IN FLEXIBLE SPENDING IN PERSLink.

A quick summary of benefit plan enrollment options is listed below. Changes made during Annual Enrollment will be effective Jan. 1, 2019.*

Dental & Vision Insurance – Reminder of Policy

If you choose to enroll, you may not cancel your dental or vision coverage during the plan year unless you terminate employment. You may make changes consistent with a qualifying event or ineligibility of a dependent. This policy applies regardless of whether or not the premium is pre-taxed.

The carrier for the NDPERS dental plan is Delta Dental and not Total Dental Administrators (TDA).

Life Insurance – Coverage Options (Voya)

  • Employee Supplemental Coverage: Employees can increase coverage in $25,000 increments up to a maximum guarantee issue of $200,000 during annual enrollment without Evidence of Insurability (EOI). However, any amounts of coverage above $200,000 to the maximum coverage amount of $400,000, or requests exceeding the $25,000 increment will require an Evidence of Insurability (EOI).

An employee who wishes to increase their supplemental coverage by $25,000 (up to maximum guarantee issue of $200,000) coverage and also apply for an additional amount above should submit 2 applications or PERSLink MSS requests (one for the $25,000 and one for the additional amount which will require EOI).

  • Dependent Supplemental Coverage: Employees may enroll or increase their dependent supplemental coverage (includes spouse and/or eligible children) during annual enrollment without an EOI. The maximum coverage level is $10,000.
  • Spouse Supplemental Coverage: All increases in spouse supplemental coverage will require EOI. The maximum coverage level is $200,000.

EOIs must be submitted to your payroll office for forwarding to the NDPERS office for processing.  Use of white out is not permitted on an EOI form.  *Coverage requiring EOI will be effective upon approval by the carrier.

Health Insurance

Permanent employees of state agencies, university system and district health units will be eligible to enroll or discontinue participation in the High Deductible Health plan (HDHP/HSA). The HDHP/HSA is included as an option on the Annual Enrollment feature on the PERSLink MSS online portal or mobile app, or if a paper application is used, the Health Insurance Application or Change SFN 60036.
