Title:  A PROPOSED LEGAL FRAMEWORK ON THE REGULATION OF OUTER SPACE RESOURCE EXTRACTION AND CONSUMPTION

The future of space exploration endeavors depends highly on the utilization of in-situ resources. Large scale exploration road maps take advantage of local resources to reduce mission costs and enable the growth of revolutionary self-sufficient technologies to prolong the duration of missions and reach beyond current destinations. However, current laws that govern the activities of States in the exploration and use of outer space do not include provisions on the limitations of outer space resource utilization in terms of excavation, consumption or exploitation. To address the risk of misuse, uncertainty, and ownership of these valuable resources a new legal framework is developed through the study of current legal doctrines to provide regulations  on the extraction and consumption of the natural resources of the moon and other celestial bodies.
