How to do Business with the State of North Dakota

Executive branch agencies and higher education institutions use the State Bidders List when issuing solicitations for goods and services.

The Office of Management and Budget (OMB) State Procurement Office invites you to register as a bidder in NDBuys to receive notifications of State of North Dakota government bidding opportunities.

NDBuys is the state’s new procurement system, powered by the Ivalua platform, and replaces the former State Procurement Online (SPO Online) system. NDBuys includes:

• State solicitation and bidding opportunities
• Supplier registration
• Contract management

To participate in solicitations and receive automatic email notifications, suppliers must be registered in NDBuys and select the appropriate commodity codes for the goods and services they provide.

If you were previously registered as a bidder in SPO Online, you are now considered a supplier in NDBuys; however, you will need to create a new login.

Access NDBuys

Visit the NDBuys portal at www.ndbuys.nd.gov.

North Dakota Login ID

NDBuys uses the North Dakota (ND) Login ID, the state’s official identity management system. One ND Login ID allows secure access to multiple state applications.

Supplier Registration Instructions

If you already have an ND Login ID:

• Go to the NDBuys Welcome page and select “Single Sign-On Login.”
• Enter your ND Login ID and password.
• Review and update your supplier profile as needed.
• Note: The commodity code list has been refreshed, so additional selections may be required.

If you do not have an ND Login ID:

• Go to the NDBuys Welcome page and select “Single Sign-On Login.”
• Choose “Create Account” and complete the required fields.
• After creating your account, use your ND Login ID to log in to NDBuys and complete supplier registration.
