Travel Reimbursement Rate Changes Effective August 1st
During this past legislative session, SB 2084 amended laws found in North Dakota Century Code (NDCC) related to the reimbursement of lodging and travel by state employees in two important ways. These changes will be effective for travel occurring on or after August 1st, 2025.

For IN-STATE LODGING: NDCC 44-08-04 will allow for 100% of the GSA rate for North Dakota, plus any applicable state or local taxes, to be claimed.

Under previous law only 90% of the GSA rate could be claimed for in-state travel.

The GSA rate for North Dakota is $110 through September 2025. GSA updates lodging rates annually beginning October 1st.

For REMOTE EMPLOYEES PERMANENTLY LOCATED OUTSIDE THE STATE*: NDCC 54-06-09 will now allow those employees to claim the full GSA rate per mile for personally-owned-vehicle (POV) mileage.

Under previous law those employees were limited by statute to a rate of $0.45 per mile.

The GSA rate for POV mileage is currently set at $0.70 per mile. GSA updates mileage rates annually beginning January 1st.

These changes to NDCC do not preclude departments from setting more restrictive reimbursement rates for travelers in accordance with UND Travel policy.
